			<content:encoded><![CDATA[<p>Washington (CNN) &#8212; Five more House Democrats said Tuesday that they will vote against Senate health care legislation, which puts opponents of reform just 11 votes shy of the 216 needed to prevent President Obama from scoring a major victory on his top domestic priority.</p>
<p>An ongoing CNN analysis shows that opposition in the House to the Senate health care plan has reached 205 members.</p>
<p>A total of 27 House Democrats, including nine who supported the House plan in November, have indicated that they would join a unified Republican caucus in opposing the Senate plan, which passed in that chamber December 24 with the minimum required 60 votes.</p>
<p>Nonetheless, House Democratic Caucus Chairman John Larson of Connecticut said Monday after a meeting with rank-and-file Democrats that &#8220;the votes are there&#8221; to pass the health care bill.</p>
<p>Among at least 27 Democrats who will vote against the bill is Rep. Mike McIntyre of North Carolina, who confirmed his opposition Monday.<br clear="all" /></p>

<p>Some might say that this could be the worst it gets, certainly the above chart looks to be peaking. Yet the rate of deterioration looks pretty bad when looked at in detail, as shown below. So it seems hard to be too optimistic here so far.</p>

<p>I know, it&#8217;s the world&#8217;s hardest job, and between war and the world economy collapsing, he didn&#8217;t have the first year he might have wished for. And, yes, he&#8217;s damned either way: With thousands of Americans risking their lives overseas and millions losing their jobs at home, we&#8217;d slam him if he acted carefree.</p>
<p>Still, I think Americans want a president who seems, despite everything, to relish the challenge. They don&#8217;t want to have to feel grateful to him for taking on the burden.</p>
<p>I started thinking about this a few weeks ago when Obama confidant David Axelrod, noting that the president always makes time for his daughters&#8217; recitals and soccer games, told the New York Times, &#8220;I think that&#8217;s part of how he sustains himself through all this.&#8221;</p>

<p>He did ask for this job; we didn&#8217;t make him take it. And so it seems fair to ask: What part of it does he enjoy? Formulating rational solutions to complex problems, for sure.</p>

			<content:encoded><![CDATA[<p> After laying the groundwork for a decisive vote this week on the Senate&#8217;s health-care bill, <a href="http://www.whorunsgov.com/Profiles/Nancy_Pelosi">House Speaker Nancy Pelosi</a> suggested Monday that she might instead attempt to pass the measure without having members vote on it.</p>
<p>Instead, Pelosi (D-Calif.) would rely on a procedural sleight of hand: The House would instead vote on a more popular measure that presumes the health-care bill has passed the chamber.</p>
<p>The tactic &#8212; known as a &#8220;self-executing rule&#8221; or a &#8220;deem and pass&#8221; &#8212; has been commonly used, although never to pass legislation as momentous as the $875 billion health-care bill. It is one of three options that Pelosi said she is considering for a late-week House vote, but she added that she prefers it because it would politically protect lawmakers who are reluctant to publicly support the Senate bill.</p>
<p>&#8220;It&#8217;s more insider and process-oriented than most people want to know,&#8221; the speaker said in a roundtable discussion with bloggers Monday. &#8220;But I like it,&#8221; she said, &#8220;because people don&#8217;t have to vote on the Senate bill.&#8221;</p>
<p>Republicans quickly condemned the strategy, framing it as an effort to avoid responsibility for passing the Senate measure, and some suggested that Pelosi&#8217;s plan for a self-executing rule would be unconstitutional.</p>

The Wall Street Journal scratches its head to wonder why Barack Obama, Joe Biden, and Hillary Clinton have chosen this particular time to issue condemnations of Israel, just when Obama would probably like to have some influence to keep them from striking Iran. From their perspective, it looks like an attempt to meddle in Israel’s electoral politics:</p>
<p>When it comes to Israel, however, the Administration has no trouble rising to a high pitch of public indignation. On a visit to Israel last week, Vice President Joe Biden condemned an announcement by a mid-level Israeli official that the government had approved a planning stage—the fourth out of seven required—for the construction of 1,600 housing units in north Jerusalem. Assuming final approval, no ground will be broken on the project for at least three years.<br clear="all" /></p>
